본 논문은 2014년 브라질선거의 결과를 분석하고 이를 바탕으로 지우마 2기 정부의 정치, 경제, 사회 변화 가능성을 전망해보는 것에 그 목적을 두고 있다. 이를 위해 본 논문은 먼저 2013년 6월 시작된 Movimento Passe Livre를 먼저 분석하였는데, 그 이유는 이때 분출된 여론, 즉 지난 12년간 노동자당의 정책에 대한 국민의 불만이 이번 선거에 그대로 반영된 것으로 보이기 때문이다. 지우마는 아에시우에 대하여 3% 남짓한 차이로 겨우 승리할 수 있었다. 자우마 2기 정부는 이러한 민심을 적극적으로 반영할 것으로 보인다. 특히 사회적 포용정책을 확대하면서 정치, 경제, 사회 부분의 개혁을 추진할 것이며 세계무대에서 브라질의 지도적 위상을 더욱 강화하고자 노력할 것으로 전망된다.
Abstract
This article aims to analyze the results of the Brazilian elections of 2014 and predict the possible political, economic and social changes in the country during the second term of President Dilma Rousseff. To do so, first, we took the Movemento Passe Livre(MPL) as the object of analysis of this issue in order to observe in detail the Brazilian public opinion revealed in votes. That's because this MPL, initiated in June 2013, was considered a generalized discontent sign of the Brazilian people on PT's policies in government of 12 years. These grievances were, in our view, reflected literally in this presidential election, that the current President Dilma could be re-elected narrowly about 3% difference compared to Aécio Neves(PSDB). And it is believed that public opinion of the Brazilian people, exposed sharply in this election, widely will be answered during the second term of Dilma, and that despite the division of people and Congress, her government will try to promote reforms in policies, tax areas, economic and social areas, firmly expanding social inclusion policies and raising even more Brazilian leading status on the international stage.
