Abstract
The main purpose of this study is to identify the dynamics of constitutional reform in Latin America, i.e., the determinants of constitutional reform in Latin America. The case of this study is the Bolivia constitutional reform in 2009. The case of Bolivia is one in which the will of the political elite and high participation of citizens led to a sweeping revision, or replacement, of the constitution. The Bolivian constitution is characterized by the expansion of rights to identity, including those of women, indigenous peoples, consumers, and others who were relatively marginalized in the previous constitution. However, the Bolivian constitution is imperfectly democratic due to its incomplete separation of powers, the coexistence of indigenous and departmental autonomy, the retention of the hyper-presidentialism, the extension of the presidential term, and the strengthening of executive power over the legislature. The new Bolivian constitution is characterized by multiculturalism and increased executive power, as the ruling party's willingness to extend the presidential term and the high participation of citizens who want to expand their rights led to a complete revision of the constitution.
