한국과 일본의 원조 결정요인 연구 -남태평양 도서국을 중심으로-

초록

본 연구는 한국과 일본이 남태평양 12개 도서국에 제공하는 원조의 결정요인을 탐색한다. 남태평양 도서국들의 저조한 경제성장률과 낮은 국제적 존재감에도 불구하고 다양한 공여국들은 원조를 제공하고 있다. 호주, 미국, 프랑스, 일본, 뉴질랜드와 같은 전통공여국들은 1960년대부터 이 지역을 지원해왔고, 중국, 대만, 한국과 같은 신흥공여국들은 1990년대 전후로 이 지역에 진입하여 원조 활동을 확대하고 있다. 기존의 많은 연구들은 전통공여국들 또는 중국과 같은 공여국들의 원조에 집중하였다. 이에 반해 일본과 한국의 원조에 대한 연구는 미미하다. 그러므로 본 논문은 한국과 일본의 원조 결정요인을 정량적으로 분석하고자 한다. 분석의 대상이 되는 한국 원조의 시기는 1988년부터 2015년까지이고, 일본 원조의 시기는 1971년부터 2015년까지이다. 연구 결과에 따르면, 양국 모두 어업 생산량이 많은 수원국에게 더 적은 액수의 원조를 제공한다. 한국의 경우 수원국의 천연자원지대와 양자무역량 그리고 투표 유사도가 원조의 결정요인으로 확인되었다. 즉 한국은 천연자원지대가 많은 수원국에게 더 적은 원조를 제공하며, 무역량이 많은 수원국에게 더 많은 원조를 제공한다. 또한 한국은 유엔총회 투표 행태가 다른 수원국에게 더 많은 원조를 제공한다.

Abstract

This paper examines the determinants of foreign aid to Pacific Island Countries (PICs) allocated by South Korea and Japan. Those recipient countries are recorded to have low levels of economic growth and governance, and undergoing critical problems such as poverty, climate change and so on. Despite those challenges, there are various donor countries such as Australia, the United States, New Zeeland, China and others trying to broaden their influence in this region by providing foreign aid. While there is a volume of literatures analyzing western donors’ and Chinese aid determinants, it is scarce to find empirical studies about why Japan and South Korea give aid to PICs. In order to fill this gap, I argue that both donors allocate aid for their economical and diplomatic interests. I statistically demonstrate that both South Korea and Japan give less amounts of aid to those with more fishery productions. I also find that South Korea gives more aid to recipients which are less likely to align their votes with it in the UN General Assembly. Furthermore, recipients that engage in a larger volume of trade with South Korea receive more aid.
