중국공산당의 위기관리 정치: ‘코로나19’ 대응의 정치적 논리

초록

본 논문은 강대국화 과정에 있는 중국은 예기치 않게 발생한 ‘코로나19’에 대한 정치적 대응의 내용과 의의를 파악하고자 했다. 특히 중국공산당 지도부가 ‘코로나19’와 같은 대규모의 국가적 위기관리 국면 보여준대응정책과 방역메카니즘, 그리고 대응인력의 배치 등과 관련한 특징을파악하고, 대외선전활동과 관련해 중국외교부 대변인들의 외신기사회견장에서 행한 발언을 분석하여, 중국공산당과 중국정부는 위기국면에서어떤 메시지를 어떤 의도와 목적으로 국제사회에 전달하고자 했는지를 이른바 ‘토픽모델링’ 분석을 차용하여 분석하고자 했다. 연구결과에 따르면, 중국공산당은 ‘코로나19’를 철저하게 ‘정치안보’ 차원에서 관리하였다. 중국공산당은 ‘정치안보’가 곧 ‘국가안보’라는 인식을가지고 있었다. 특히 중국공산당 내 민생보건 부문의 관료와 전문가 보다는 ‘정법과 치안계통’의 관료와 전문가들이 위기대응의 전면에 나서 ‘정치안보’ 확보에 치중하였다. 이는 ‘코로나19’ 방역의 실질적 목적을 가늠할수 있는 지표로 간주한다. 해당기간 중국의 외교적 대응을 보면, ‘코로나19’ 발생 전에 비해 대외적 공격성이 강했다. 특히 2020년 3월 10일 시진핑 주석이 “코로나19 방역 성공”을 선언한 시점을 전후로 하여 중국외교부 대변인이 사용하는 단어는 전혀 달라졌는데, 3월 10일 이후 중국외교부 대변인은 더욱 강경하고 공세적 언술을 구사하여 미국을 비롯한 국제사회가 제기한 “코로나19 책임”에 대해 전면적 투쟁을 전개하는 최전선에 있었다. 중국외교부 ‘정례외신가자회견’ 자료의 분석에 따르면, 중국외교부는 지난 2월에서 4월까지 서방과 미국의 중국책임론, 중국관료주의, 언론 자유 침해 등 중국사회주의 정치체제에 대한 비판에 대해 물러서지 않은 완고한 자세로 언술을 토픽을 구사했으며, 한편으로는 아프리카 국가 등 중국에 우호적인국가들에 대한 대대적인 방역지원과 함께 중국의 관대함과 책임감을 선전하는 대외선전활동을 대대적으로 전개하기 위한 관련 언술 토픽을 구사함으로써 국제사회의 고립을 피하고자 했음을 알 수 있었다.

Abstract

The results of this study show that the Communist Party of China has managed the response of Corona 19 in terms of political security. The Communist Party of China has tried to secure its most security value, ‘political security’. This is why the ‘political security’ guardians of the ‘law and security sector’ of the Communist Party of China were forced to appear in the front of the crisis response during the ‘Corona 19’ prevention process. Second, President Xi Jinping put in the Wuhan area of the People‘s Liberation Army or conducted ‘public warfare’ through the political elite of ‘law and public security’. China's diplomatic response was much more politically aggressive. On March 10, 2020, around the time when President Xi Jinping declared China's “Successful Anti-Covid19” in China, the words used by Chinese diplomatic spokesmen changed at all. Since March 10, Chinese diplomatic spokesman's remarks have been tougher and more offensive, and were “warrior wolves” fighting at the forefront of battles related to the responsibility of the Western world. According to the analysis of the “regular foreign press conference” data of the Chinese Ministry of Foreign Affairs, the Chinese Ministry of Foreign Affairs has been stubborn about the responsibility issues raised by the West and the United States against China from February to April, On the other hand, China tried to avoid the isolation of the international community by foreign propaganda activities through diplomatic friendly speech along with material support for some countries including Africa.
