Abstract
Jungchuwon resumed work from 1904 to 1906 for representing king Kojong’s strong will to overcome Japanese interference. It was after Korean and Japan Protocol which offered specific plan for Japanese invasion upon Korea. King Kojong tried to prevent Japanese interference and arbitrary management of Uijeongbu by revitalization of Jungchuwon. After the official regulations of Jungchuwon had been revised three times in 1905, there should be mutual agreement between Junchuwon and Uijeongbu for the national administration. In 1906, the regulations for a council were issued and a new chairman and members of Junchuwon were made up. Those new members were all selected by king Kojong to prevent Japanese colonial intention. Other than those efforts of revitalization, Junchuwon played an important role from 1904 to 1906 in punishing the traitors, dealing with a demand for the exploitation right for barren land, and proposing the requirements of the time. Consequently, Jungchuwon made it possible to delay the Japanese invasion and to strengthen resisting power against Japan by delivering important issues to Uijeongbu.
