1900년대 초, 중추원의 기능과 활동 -<조회원본>의 시무책과 열강 관련 헌의서를 중심으로 -

Abstract

「Chohoiwonbon(照會原本)」 is a compiled document of Heoneuiseo(獻議書). Heoneuiseo meant a petition of the public submitted to Jungchuwon, which in turn selected and resent some parts of Heoneuiseo to Uijeongbu(議政府). The document only consisted of the selected petition 1900 through 1902. Therefore, 「Chohoiwonbon」 can be characterized as a statement of political views that were proposed by the public and adopted by the Jungchuwon(中樞院) of those times. Two of main characters of Heoneuiseo’s content, which was included in Chohoiwonbon, were domestic affairs and diplomatic affairs. The domestic affairs can be divided into three categories - the education and the appointment of officials; expansion of finance; and the improvement of military forces. In particular, for the category of the education and the appointment of officials, Heoneui, which is the content of Heoneuiseo, urged that the policy should not only based on the foreign knowledge and technology but also on the framework of Confucianism. The Heoneui insisted that the Confucianism, which was not regarded as seriously for the category, should be centered for the policy. For Heoneui of diplomatic affairs, there were also three categories - the partition doctrine of Korea by Japan and Russia; the petition for protecting the people who lived in Gando(間島) placed between China and Korea; and the immigration of the Japanese and the concern for their behaviors. In short, the Heoneui of diplomatic affairs mainly consisted of askings for Korean government of those years to protect its sovereign authority and its people from neighboring powers. It criticized the offensive attitude and behavior of Russia. The Heoneui also urged the government’s active involvement for solving the problems in Gando. In addition, it petitioned to establish the legal basis of blocking unlawful Japanese immigration.
