Abstract
This study evaluates a restorative policing(restorative dialogue) program piloted by the National Police Agency. For the purpose, the study conducted a process and effect evaluation through a survey of 17 people among the facilitators who have participated in the restorative dialogue program. For the process evaluation, this study examined the professionalism of the facilitators, the experience of the restorative dialogue, the perception of the purpose of the restorative dialogue, the recognition of the role of the facilitators, the role of the police officers in the restorative dialogue, and the necessity of the restorative policing. The results were as follows. First, most of the survey participants had participated in various related education for many hours, and also had gotten related certificates. Second, the survey participants experienced restorative dialogue programs during the trial operation period from at least once to at most 18 times, and they cited difficulties such as scheduling for a restorative dialogue and the low-priced facilitator allowance. Third, most of the survey participants thought that the restorative dialogue should focus on resolving the conflict between the parties and recovering the relationship rather than compensation for damages. Fourth, most of the survey participants thought that the role of the police officers should be the same as or slightly extended rather than their role during the trial period. Fifth, regarding the necessity of restorative policing, most of the survey participants recognized that a restorative dialogue program was necessary to complement typical policing focusing on criminal arrest. Next, for the effect evaluation, this study examined the effectiveness of restorative dialogue and the significance of the police-level restorative dialogue program. The results were as follows. First, survey participants perceived that restorative dialogue was more effective in recovering damage and preventing recidivism than existing investigation procedures. Second, the survey participants said that the police-level restorative dialogue program can be differentiated from the prosecution-level or court-level restorative justice program in which it is quick to recover damage, is effective in recovering relations, prevents recurrence, and induces community participation. The results of this research analysis have several policy implications as follows. First, it is necessary to secure a sufficient pool of facilitators. Second, it is necessary to educate the facilitators of restorative dialogue. Third, it is necessary to secure financial resources for the realization of the cost of the restorative dialogue program. Fourth, it is necessary to prepare standards for police officers to become facilitators. Fifth, it is necessary to select domestic violence crimes in which the offenders acknowledge the crimes, violent crimes between acquaintances, property crimes by juveniles, and violent crimes by juveniles as the subjects of the restorative dialogue program.
