보조공학서비스 전달체계에 대한 국가간 비교 연구: 미국, 일본, 스웨덴의 사례를 중심으로

보조공학서비스는 장애인과 노인에게 최적의 보조기기를 적용함으로써 일상의 편의를 넘어 실질적인 독립생활을 이루는데 매우 중요한 수단으로 작용하기 때문에 대부분의 복지선진국가에서는 복지 서비스의 필수 분야로 인식하여 체계적인 전달체계를 구축함으로써 보조공학서비스의 보편화를 이끌었다. 이제 보조공학서비스의 도입기에 있는 한국의 경우 선진국의 경험을 통해 한국적 모델을 정립하는 것이 시급한 과제라 할 수 있다. 이에 본 연구는 선진국의 보조공학서비스의 전달체계 구축과 운영 사례를 미국, 일본, 스웨덴의 경우를 중심으로 비교 분석함으로써 향후 한국의 보조공학서비스 전달체계를 구축하는데 기여하고자 하였다. 각 국가의 보조공학서비스 전달체계를 분석한 결과 주요 특징으로는 서비스 전달체계를 구축하고 있는 국가와 분화된 서비스 전달체계를 구축하고 있는 국가로 구분할 수 있으며, 각 국가들은 공공 전달체계 방식 요소에 있어 세 국가 모두 형태는 다르지만 지역기반의 전달체계를 갖추고 있다는 점과 제도적 기반을 구축함으로써 보조공학서비스의 보편화를 이루었다는 점 그리고 조세와 보험 방식 등 국가별 다양한 요인들에 의해 영향을 받는다는 사실을 알 수 있었다.
Abstract
Since assistive technology service plays very important roles in realizing practical independent life beyond daily life convenience by applying optimal assistive instruments to the disabled and the aged, it already became universal through systematic delivery, being recognized as essential field of welfare service in most of advanced countries. Now, in the case of Korea which is just joining a start-up stage of assistive technology service, the nation is facing an impending challenge to establish a model of its own based on the experiences of advanced countries. Thus, this research intended to contribute to the establishment of the assistive technology service delivery of Korea by comparing and analyzing the establishment and operation of advanced countries assistive technology service delivery systems with emphasis on the cases of the U.S., Japan and Sweden.
