한·미 NPO의 자율규제유형에 관한 연구

The purpose of this study was to explore self-regulation type of NPO sectors of USA and Korea and seek its policy implications on Korea. In order to accomplish the purpose of the study, we relied on the heavy literature reviews and Internet. First, The adaptive self-regulation model based upon resource dependence theory is evidenced in NPOs of Korea where self-regulation design shifts in response to changes in government regulation and the environment resource. Second, The compliance self-regulation type predominates in the NPOs of USA, where the nonprofit sector is long established. However, they are moving toward the adaptive self-regulation system little by little in response to the resource environment by securing self-generating strategies such as program fees. Third, if NPOs of Korea reinforce conduct codes and ethical standards while the Korean government makes an effort to provide political support as well as well organized policies including rigid regulations, self-regulation will be much more prevalent in NPOs of Korea. The Obama administration has recently tried to establish social consensus through developing NPO sectors which have held local community base as a way to eventually overcome national economic crisis whereas Korea' NPOs suffered from distrust and prejudice which prevents NPOs from being the growth potential as the 3rd sector. This study, based on the clear understanding of NPO self-regulation types of USA and Korea, is to indicate the future role of NPOs in Korea which is supposedly assumed to establish well adjusted self-regulation system and practice transparent operating.
