초록

행정환경은 갈수록 변동적이고, 불확실하며, 복잡하고, 모호해지고 있다. 행정환경 변화에 대응하여, 선행연구들은 민첩하고 대응적이며 미래예측적이고 지능적이며 협력적인 유능한 정부를 지향해야 한다고 권고한다. 이 연구는 조직구조와 조직문화에 초점을 두고 정부조직 재설계 방안을 논의한다. 정부는 거미줄망(spiderweb) 형태의 역할중심 구조들이 상호 연결된 형태로 설계한다. 중앙정부에는 행정지원처와 정책혁신처, 다수의 정책 담당 부처를 두고, 각 부처에는 운영지원부서와 분석평가부서, 다수의 정책 부서를 두며, 모든 조직단위와 공무원들은 연결망을 통해 긴밀하게 상호작용하도록 한다. 이런 구조적 변화와 함께, 전문직업의식, 협력 인센티브인 협동전(協同錢), 상사의 코칭 역할, 역량 중심의 인사관리를 통해 새로운 조직문화를 형성한다. 이러한 조직구조와 조직문화 재설계가 보다 효과적인 유 능한 정부를 실현하는데 기여할 것으로 전망한다.

Abstract

The administrative environment is increasingly volatile, uncertain, complex and ambiguous. Previous studies recommended that the government needs to become agile, adaptive, anticipative, intelligent, collaborative and competent in response to the changes in the administrative environment. This study discusses the alternative ways of government redesign, focusing on organizational structure and culture. The government needs to be designed as role-centered, spiderweb-shaped structures interconnected with each other. The central government consists of ministries for administrative support, and policy innovation as well as various policy areas, each ministry has bureaus for management support, and analysis and evaluation as well as specific policy areas, and all organizational units and civil servants need closely interact through spiderweb networks. With these structural changes, the government needs to establish new organizational culture, enhancing and using professionalism, the coaching role of supervisors, competency-based human resource management, and credits as incentives for collaboration. We expect that the redesign of organizational structure and culture will contribute to realize more competent and effective government.
