해양수산 부문의 행정 및 정책에 관한 인식과 시사점

최근 해양수산 분야는 기후변화, 글로벌 공급망 재편, 국제 통상질서 변화 등 대외환경이 급격히 변화함에 따라 다양한 도전과제에 직면하고 있다. 우리나라 해양수산 통합행정조직으로 1996년에 신설된 해양수산부는 한차례 해체(2008년)와 재출범(2013년)을 거쳐 2021년에 통합행정 25주년을 맞이했다. 따라서 그간의 해양수산 통합행정의 성과와 한계를 점검하고 향후 발전방향을 모색하는 것이 시급하다. 이에 본 연구는 정책의 입안과 집행에 영향을 미치는 해양수산 분야 전문가와 공무원, 그리고 정책고객인 국민을 대상으로 해양수산 통합행정에 대한 인식과 성과에 관한 설문조사를 실시하고, 설문결과를 토대로 집단별 성과에 대한 차이를 ANOVA로 분석하여 정책적 시사점을 도출하였다. 분석 결과 세 집단 모두 해양수산 통합행정의 전반적인 역할과 필요성에 대해서는 긍정적으로 인식하고 있으나 구체적인 성과에 대해서는 평가가 상이했다. 특히 국민의 인식은 공무원 및 전문가의 인식과 1% 유의수준에서 통계적으로 차이가 있었다. 국민이 해양수산 통합행정의 성과를 체감하는 정도가 낮다는 점에서 해양수산부는 정책 입안 단계에서부터 설문조사, 심층면접을 통해 국민의 의견을 반영하고, 집행 과정에서는 대국민 토론회, SNS 홍보 등을 통해 성과 확산과 인식 제고를 위한 노력이 필요하다. 해양수산 정책방향과 관련해 세 집단이 공통적으로 중요하다고 응답한 항목은 ‘안전’과 ‘환경’에 관한 항목으로 나타나 향후 해양수산 분야의 환경 및 안전 관련 정책을 강화해야 한다.
Abstract
Ministry of Oceans and Fisheries established in 1996 as an integrated administrative organization for ocean and fisheries sector in Korea, celebrated the 25th anniversary of the integrated administration in 2021 after being disbanded (2008) and re-launched (2013). Recently, ocean and fisheries sector has faced various challenges in the external environment. Therefore, it is urgent to review the achievements of the integrated administration in this sector and seek future development directions. With regard to these background, this study explored public officials, experts and general public’s perception on the integrated administration in this sector. To derive policy implication, this study analyzed the differences in three groups’ perception with ANOVA. As a result of the analysis, all three groups had positive perception for the overall role and necessity of the integrated administration in ocean and fisheries, but their evaluations were different on outcomes. The perception of the general public was statistically different from public officials and experts at the 1% significance level. As the perception of the public is low for the performance of the integrated administration of ocean and fisheries, the Ministry of Oceans and Fisheries reflects the opinions of the public by surveys and in-depth interviews from the policy-making stage. And efforts are needed to spread and raise awareness through public debates and SNS promotions in the implementation process. Regarding the policy direction of ocean and fisheries, environmental and safety-related policies, which three groups responded to as important in common, should be strengthen in the future.
