‘저희는 조직이 아니면 안 돼요’: 발달 장애아동 학부모들의 조직 결속력에 관한 질적 연구

Why organizational members cohere for policy advocacy: A Case Study on Parents of Children with Developmental Disabilities

초록

2020년 서울시 강서구에 발달 장애학생을 위한 특수학교인 ‘서진학교’가 개교하였다. 2013년 서울시 교육청이 특수학교 설립계획을 발표한 이후, 일부 지역주민들의 반대로 인해 설립이 계속 지연되었다. 2017년 학부모들의 ‘무릎 호소’ 사건을 계기로 정책 전환이 이루어졌다. 본 연구는 특수학교 설립이 7년간 지연되는 상황에서 발달 장애아동 어머니 조직―서울장애인부모연대 강서지회―이 보여준 조직 결속력의 이유와 맥락을 이해하고자 하였다. 조직에 소속되어 특수학교 설립 활동에 적극적으로 참여한 구성원들을 심층 면담하고, 면담 자료를 귀납적인 질적 내용분석에 따라 분석하였다. 부모회의 핵심 구성원인 어머니들은 조직을 ‘나와 사회를 변화시키는 공동체’로 인식하고 있었다. 조직에 소속되어 활동하면서 ‘자신과 사회를 변화’시키겠다는 기대를 가지고 있으며, 실제 이를 실현한 과거 경험을 공유하고 있었다. 적극적인 집단 활동 참여는 자신과 자녀, 사회 전체 차원의 변화를 가져올 수 있다는 ‘효능감’에서 비롯되었다. 조직 결속력은 구성원들 간 차별과 배제의 과거 경험의 공유와, 미래 자녀들이 보호와 존중을 받으며 살아갈 수 있는 사회를 만들어야 한다는 책임감의 공유로 인한 ‘정서적’ 요인으로 인해 더욱 강화되었다. 본 연구는 우리 사회에서 정책옹호집단들이 ‘왜’ 결속하는지에 대한 이론적, 정책적 이해를 높이는 데 기여할 것으로 기대한다.

Abstract

In 2020, Seojin School, a special school for students with developmental disabilities, opened in Gangseo-gu, Seoul. Since the Seoul Metropolitan Office of Education announced its plan to establish a special school in 2013, the establishment has been delayed due to oppositions from local residents. In 2017, the ‘knee appeal’ incident by parents of developmental disabilities changed the public opinion and the policy. This study attempts to understand the reason and context of organizational cohesion shown by an policy advocacy group, the mother organization of children with developmental disabilities. In-depth interviews were conducted with members who belonged to the organization and had actively involved in the activities of establishing the special school. The interview data were analyzed by employing inductive qualitative contents analysis. Mothers, who are key members of the parents' association, perceived the organization as a 'community that changes me and society'. While belonging to an organization and working, they had the expectation of 'changing herself and society', and shared their past experience of difficulties and achievements. Active participation in group activities originated from a 'sense of efficacy' that they could bring about changes at the level of oneself, children, and society. Organizational cohesion has been further strengthened because of the sharing of past experiences of discrimination and exclusion, and the shared responsibility for creating a society where children should live safely and respected in the future. This study is expected to contribute to enhancing the theoretical and policy understanding of why policy advocacy groups of the disadvantaged cohere in our society.
