이 글이 다루고자 한 질문은 제2차 세계대전 종전 이후부터 1960년대 후반까지, 즉 핵군비경쟁이 시작된 시점부터 두 초강대국의 첫 번째 데탕트 기간까지, 영국과 독일 연방공화국(서독) 사람들에게 특히 냉전이 어떤 의미를 가졌는가이다. 이글은 당시 반핵운동이 냉전의 정치문화 속에 내포되어 있었고, 뿐만 아니라 이러한 문화를 형성하는데 큰 영향을 미쳤다는것을 강조했다. 반핵운동을 안보정치에 대한 대항으로 이해할 때 중요한 것은 제2차 세계대전에 대한 특정한 기억이다. 유럽 전역에서 벌어진 폭격의 기억은 냉전을 항시 전쟁 직전의 상태로 인식하도록 만들었다.
Abstract
This essay tackles the question of what international politics in generaland the Cold War in particular meant to people in Britain and West Germany. The period of discussion is from the end of the Second World War intothe late 1960s and from the beginnings of the nuclear arms race to the firstsigns of détente between the two superpowers. It highlights how protestsagainst nuclear weapons were deeply embedded in the political cultures ofthe Cold War and how the cultures were produced. The key to understanding this oppositional politics of security consist ofthe specific memories of the Second World War: the memories of the bombingover Europe provide a template for understanding the Cold War as aconstant pre-war situation.
