한국체류 외국인 유학생의 공공외교 강화전략 연구

초록

본 논문은 외국인 유학생의 공공외교 관점에서의 전략적 가치를 확인하고, 이에대한 정부 및 대학의 공공외교 강화전략을 제시한다. 한국은 외국인 유학생 20만명 시대를 앞두고 있다. 그러나 유학생이 공공외교의 중요한 전략적 자산임에도불구하고 이에 대한 국내의 연구는 활발하지 않다. 정부는 유학생의 양적 유치에정책의 주안점을 두고 있으며, 대학은 재정수지 개선 수단으로 유학생을 인식하는경향이 강하다. 이로 인해 유학생들은 한국에 대한 호감도가 시간이 갈수록 점차낮아지게 되며 반한정서가 높은 상태에서 귀국하게 된다. 유학생 유치가 친한파가아닌 반한파와 혐한파를 양성하고 있다는 비판이 제기되는 상황이다. 따라서 공공외교 관점에서 볼 때 유학생의 문화적응과 체류국가에 대한 호감도 변화 추이에대한 연구는 필수적이다. 이에 본 연구는 유학생의 문화적응과 체류국가에 대한태도 변화를 실증한 ‘U-curve 이론’을 이용해 한국에 체류 중인 유학생의 태도를점검하고 호감도 변화 추이에 따른 정부와 대학의 대응전략을 제시한다.

Abstract

This paper confirms the strategic value of foreign students from the perspective of public diplomacy and suggests strategies for strengthening public diplomacy of the government and universities. The age of 200,000 foreign students is ahead. However, despite the fact that foreign students are an important strategic asset in public diplomacy, domestic research on them is less active than in foreign countries. The government also focuses on quantitatively attracting foreign students, and universities tend to recognize it as a poor fiscal balance. As a result, foreign students' attitude toward Korea gradually decreases with time, and they return to their home countries with higher anti-establishment. Criticisms are raised that foreign student attraction is fostering anti-Korean and anti-Koreans, not pro-Koreans. Therefore, from the perspective of public diplomacy, it is essential to study the trends of foreign students' cultural adaptation and their preference for their country of residence. Therefore, this study examines the attitudes of foreign students staying in Korea and suggests countermeasures based on trends in their attractiveness, using the “U-curve theory” established as a theory of foreign students' cultural adaptation and attitude toward the country of residence.
