2017년 9월 25일 이라크 북부 쿠르드자치지역에서 독립에 대한 찬반의견을 묻는국민투표가 실시되었다. 결과는 이 과정을 지켜보는 모두가 예상한 대로 투표자의93%가 독립에 대해 찬성하는 것으로 나타났다. 이때까지만 해도 이라크 쿠르드족은제1차 대전 종전 후 체결된 세브르 조약을 통해 독립을 보장받았던 이래로 그들의독립 염원을 실현할 수 있는 역사적인 두 번째 호기를 맞이한 것으로 여겼다. 왜냐하면이라크 쿠르드족은 급부상한 ISIS에 맞선 테러와의 전쟁에서 큰 공을 세웠고, 실효지배권을 주장하던 이라크 북부 모술지역을 이라크 정부군의 후퇴 이후 실질적으로지배하게 되었기 때문이다. 이러한 분위기 속에서 쿠르드족은 이라크 중앙정부에독립의 의지를 천명하는 데 적절한 기회라고 판단하게 되었다. 그러나 이라크 중앙정부뿐 아니라 터키, 이란 등 주변국과 미국, 영국, 러시아 등 강력한 국제사회들은지지 대신 독립 투표에 대한 재고나 연기를 요청했고, 그럼에도 불구하고 국민투표는예정대로 실행되었다. 본 연구는 독립 투표의 실행과정과 의미, 그 적법성 여부와실시 이후 주변국들의 대응 등을 고찰함으로서 국민투표가 이라크 쿠르드족의 미래의지위에 어떠한 영향을 미치게 되는지를 분석하고자 한다.
Abstract
On September 25, 2017, the referendum on the independence in northern Iraq Kurdistan was held. The results showed that, as expected, 93% of the voters are in favor of independence. The Kurds seemed to have reached their second historical moment to accomplish their independent aspirations since they were guaranteed independence through the Treaty of Sevres. Iraqi Kurds practically controlled Mosul province shortly after the ISIS and Iraqi government troops retreated. This atmosphere led to the Kurds to consider themselves an appropriate opportunity to be independent from the Iraqi central government and directly acted to practice referendum. The Iraqi government and its neighbors, Turkey and Iran, the international community, the United States and Russia have asked President Barzani to rethink his plans for a referendum, but he has enforced a referendum. This research would like to predict how the Iraqi Kurds will be changed their domestic and regional positions by looking at before and after the referendum on Kurdish independence.
