벨기에 플란더스지방의 자치운동 연구

벨기에가 1830년 네덜란드로부터 독립하는 과정에 북쪽에 네덜란드어를 사용하는플란더스지방과 남쪽에 프랑스어를 사용하는 왈롱지방이 영토에 포함되었다. 독립초기 프랑스어를 사용하는 남쪽의 엘리트가 중심이 되어 국가법제를 완성하고, 프랑스어만을 유일한 국어로 지정하면서, 상대적으로 차별받는 플란더스 주민들이 네덜란드어 공인을 비롯하여 플란더스지방에 대한 차별 해소와 자치권 강화를 요구하는‘플란더스 운동’을 전개하기 시작했다. 1898년 평등법 제정으로 네덜란드어가 벨기에의 공식언어로 승인되고, 이후 중앙정부의 권한이 지속적으로 지방으로 이양되면서 오늘날 플란더스는 왈롱과 대등한권한을 행사할 수 있다. 그러나 제2차 세계대전 이후 빠르게 경제가 발전한 플란더스에비해 왈롱지방 경제가 침체되고, 연방정부가 실업자 지원 등 복지예산을 왈롱지방에우선적으로 배분하면서, 플란더스지방에서 자신들이 세금이 왈롱으로 간다는 불평이일었고, 플란더스 자치 확대 운동이 다시 부상하게 되었다. 플란더스 자치운동은최근 선거에서 플란더스 분리독립을 주장하는 정당에 대한 지지도가 상승하면서많은 사람들의 관심을 받고 있다. 플란더스 정치권의 조직적인 여론화 작업으로플란더스 자치 확대에 대한 관심은 계속될 것이다. 그러나 현실적인 어려움 때문에가까운 미래에 플란더스지방이 벨기에 연방에서 탈퇴하고 분리독립하는 상황에이를 가능성은 낮다.
Abstract
When Belgium became an independent country from the Netherlands in 1830, Flanders and Wallonia, two very different regions in their culture as well as their languages, were included in the Belgian territory. Flanders located in the North was a Dutch-speaking area, while Wallonia in the South was a French-speaking area. At the beginning of the new country, however, Belgian co-founders adopted French as the only Belgian administrative language with very little respect for the Dutch-speaking population, which helped ignite the Flemish movement for greater autonomy of Flanders, for protection of the Dutch language and for the overall protection of Flemish culture. Today, Flanders is not a region institutionally discriminated against any more : the 1898 Equality law made Dutch an official language of Belgium and the revise of constitution in 1993 which transformed unitary Belgium into a federal state offered to Flanders equal political and administrative autonomy with Wallonia. But economic inequality between regions in recent years stimulate Flemish movement. In Flanders which is significantly richer than Wallonia, Flemish people complain that the federal government transfers their tax to Wallonia for Wallon jobless people, and many of them vote for Flemish separatist parties. Nevertheless, it seems not to happen that Flanders independents from Belgium in near future because of knotty problems coming from complicated interests.
