Abstract

Today we live in a united world in which the economies and cultures of countries are breaking down and facing fierce competition. With the signing of the GATS in 1994 several countries agreed, in varying degrees, to open up their Education sector to international trade. At the latest WTO round table, DDA, the Korean government submitted an offer that promises to open an education market through setting the law of investment related to the education market. At Doha Development Agenda(DDA), Korea submitted an offer even though education groups and other civic groups were strongly against it. In this context, This paper examines the practical impact of the World Trade Organization(WTO)'s General Agreement on Trade in Service(GATS) on public education in Korea. The GATS is a multilateral agreement through WTO members commit to voluntary liberalization of trade in services, including education. And this paper argues the tendency to commercialise public education and the Korean education policy. In addition, I hope the current Government will improve Korea's education quality not through the method of education market-opening but through the realization of the publicity of the education policy.
