Abstract
These days should become the turning point of educational system of Korea, the point where we reorganize the overall educational system of Korea, because now is the time when the neo-liberal educational policies are being extensively performed and the crisis of public education is being largely realized. As the main target of the neo-liberal educational policies is the 'University Reform', which is ultimately aimed to make universities into market places, educational reform movements should make an emphasis on alternative university reform. There are tasks of inner-university reform such as democratization of university, curriculum reform, and university structure reform. But they have certain limits if the outer-university reform tasks are not achieved, because these are overwhelming those tasks. Therefore educational reform movements should be concentrated on the main outer-university reform tasks, such as the overthrow of hierarchial system of universities, expanding of public sectors, reforming of the private school law, obstructing of educational market opening, and introducing of education without compensation. It is necessary to muster all educational reform movements such as teachers' movement, professors' movement, students' movement, parents' movement, educational civil movement, for the task of equalization of university entrance. And not only ideological struggles against neo-liberalism but also regional educational solidarity movements are important to mobilize mass struggle for an progressive educational reform. In regional solidarity movements, teacher activists and members of the Korean Democratic Labor Party must do a crucial role.
