올 3월부터 본격화된 코로나19 팬데믹은 전 세계 경제에 큰 충격을 주었다. 우리 정부도 이러한 충격에 대한 대책들을 다양하게 내놓았고, 그러한 대책들이 분명히 필요한 측면이 있지만, 해당 대책들이 기존 체제의 보완 및 기존 제도의 확대 재생산으로써 현재의 위기를 극복하려는 것이기에 부족한 점들이 있다고 본다. 그러한 대책과 더불어 기존 구조를 변화시킬 경제민주화 정책들이 오히려 지금 시기에 필요하다. 특히 경제민주화를 주장했던 대통령의 지지율이 집권 만 3년 차에 60%를 넘나들고, 재벌 및 대기업이 정당한 구조 변화에 둔감한 점들을 고려하면 더욱 그러하다. 유동성을 확대하는 것만이 능사가 아니고, 향후를 위해서라도 경제정책에서의 민주적 참여, 민주적 기업 구조의 장려, 공동결정제도 등 경제의 구조 변화를 위한 민주적 대책들을 추진할 필요가 있다.
Abstract
The Corona 19 Pandemic, which began in earnest from March this year, has had a major impact on the global economy. The Korean government has also provided various measures to counteract these shocks, and while those measures are clearly necessary, I think that they are insufficient to overcome the current crisis as supplementing the existing system and expanding reproduction of the existing system. In addition to such measures, economic democratization policies that will change the existing structure are needed at this time. This is especially true considering that the approval rating of the president who insisted on economic democratization surpassed 60% in the third year of office, and that chaebols and large corporations were insensitive to legitimate structural changes. Expanding liquidity is not the only skill, and for the future, it is necessary to promote democratic measures to change the structure of the economy, such as democratic participation in economic policy, encouragement of democratic corporate structures and co-determination.
