Abstract

This paper is an attempt to approach from a new point of view in order to prepare control measures that meets the present time passing through the high information society, in discussing the reform of the National Intelligence Service. The first part of this article is allotted to analyzing the control methodology about adverse effects of the National Intelligence Service which has been discussed so far, and clarifying its limitations. I analyze restrictions on the areas that divide(->are divided to?) ‘overseas’ and ‘domestic’, and the limitations of the National Intelligence Service’s task which is restricted by ‘National Intelligence Service Korea Act’. Then according to this analysis, the limits of conventional control measures are examined. That is, at this point of time, when the world is connected to a digital network, this approach is vague. The same is true for the division into ‘domestic’ and ‘overseas’, and the way of controlling by authority is also inevitable. Based on this analysis, In the middle part of this article discusses the control measures to prevent abuse of authority by restricting the functions of the National Intelligence Service, not the way of establishing boundaries for division. To do this, I first examine the National Intelligence Service as an organization and examine the possibility of regeneration. There is abolitionism or newly establishment debate. Then proceed to find points of inhibition. In other words, I indicate that the suppression of wiretapping is meaningful through analyzing digital communication data. In the last part of this article, I analyze the Canadian inspection system as a specific inhibition model. It is very effective at the present time, which is an advanced information society, as Canada has formed an inspection agency for information agencies and a separate inspection agency dedicated to the digital information and communication sector. In addition, because of the composition of the control system in this way is not a post-control but an advance control, I want to say that it has a perfect consistency for us today who are groaning due to the abuses of the National Intelligence Service.
