통일과 경제질서 -웅거의 자유사회주의 비전-

초록

필자는 웅거의 자유사회주의 비전에 따라 한국사회의 동반성장과 통일한국의 경제체제를 논의해 보겠다. 웅거는 밀, 프루동, 게젤, 브로델, 미드 등 제도혁신가들의 계보에 속한다. 웅거는 이미 선진자본주의경제, 개발도상국, 사회주의체제, 체제전환 국가를 아우르는 상생경제론을 제시하였다. 웅거는 자신의 경제적 다원주의를 급진민주주의 정치에 구체적인 내용을 부여한 시도라고 자평하였다. 그는 시장경제와 계획경제, 사유화와 국유화 사이에서 양자택일식 도그마에 벗어나 프로그램적으로 사고할 것을 주문한다. 그는 개인의 역량강화와 민주주의의 심화, 즉 제도적 상상력을 통해 점진적이고, 연속적이며, 누적적인 방식으로 현실제도들을 영구적으로 쇄신하자고 제안한다. 그의 자유사회주의 비전은 비판적 제도주의, 반이중구조경제론, 분산적 재산관념, 기업형식의 다각화, 사회상속제, 시민사회의 재구성에 입각해 있다. 그의 강조점은 남한경제에 대해서는 공유경제의 강화론으로, 북한경제에 대해서는 사회주의 시장경제의 도입론으로 상이하게 독해할 수 있다. 이러한 체제들이 협력과 통합과정을 통해 상호수렴을 가속화한다면 새로운 제3의 경제질서가 탄생할 것이다. 그의 장기적 비전을 구현한 체제는 자본주의도, 사회주의도 아닌 유연한 실험주의적 혼합경제이다. 필자는 신자유주의적 사유화와 사회주의적 계획경제를 동시에 거부하고, 웅거의 혼합경제론을 통일한국의 경제비전으로 제안한다.

Abstract

Based upon Roberto M. Unger’s liberal-socialist vision, the author presents a concept of economic co-growth in South Korea and a conception of economic order of the unified Korea. Unger proposes a strategy for win-win economies that crosses over advanced capitalist countries, developing countries, socialist countries, and post-communist countries. His programatic thought succeeds genealogically to institutional experimentalism such as those by Mill, Proudhon, Brodel and Mead. Unger presents the economic policy theories trying to concretize and implement radical-democratic politics. He proposes permanent innovation of actual institutions in the gradual, sequential, cumulative way through personal empowerment and deepening of democracy. Unger proposes to overcome the there-is-no-alternative-dogma between market economy and planned economy or between privatization and nationalization of productive resources. His political and economic vision is broadly based on a sequence of big ideas such as critical institutionalism, anti-dualist economics, distributed or dismembered property, diversification of corporate forms, social inheritance, and self-construction of civil society. Unger's theory of mixed economy can be translated into a strategy for strengthening the sharing economy for South Korea and establishing a socialist market economy for North Korea. If such a system accelerates convergence in the cooperation and unification process between South-North Korea, a new third economic order will be generated. The regime that embodies Unger's long-term vision could be called a flexible, experimentalist economy that is neither capitalist nor socialist. The author suggests Unger’s theory of economic pluralism as a economic vision for the united Korea rejecting not only the neo-liberal privatization but also the socialist planned economy.
