UR 농업협정의 관세화 원칙에 따라 모든 농산물의 비관세장벽은 기준기간 동안의 평균적 국내외 가격차방식(Price Gap Method)을 응용하여, 기존의 비관세장벽과 동등한 보호수준에 상응하는 관세상당치(Tariff Equivalent: TE)를 산출한 후, 이를 단계적으로 감축해나간다는 데 합의가 이루어졌다. 하지만 WTO 회원국들은 UR 농업협정의 합의에 따라 비관세장벽의 관세로의 전환과정에서 상품교역에 일반적으로 적용되어온 종가관세(Ad valorem Tariff) 이외에 종량관세(Specific Tariff) 등 관세유형의 선택 권한을 갖게 되었다. 이로 인해 국가별로 비관세장벽을 관세화로 전환하는 과정에서 선택한 관세유형은 상이하였다. 본 연구는 지난 UR 농업협정 이행과정에서 요구된 비관세장벽의 관세화로의 전환시 회원국이 취해온 상이한 관세제도 선택 결정의 불확실성을 이국간 무역모형을 통해 설명하고자 하였다. 특히 과거 농산물 교역의 대표적 비관세장벽이던 수입쿼터제의 관세로의 전환과정을 이용하여 왜 국가별로 비관세장벽이 관세화로 전환되는 과정에서 상이한 관세유형을 선택하였는지에 대한 경제적 의문에 해답을 구하고자 수입쿼터 및 관세유형별 가격 및 무역 변동성, 그리고 기대된 사회후생변화를 분석하였다. 과거 농산물 교역에 광범위하게 사용되어온 수입쿼터의 관세화 전환과정에서 적용된 관세유형인 종가관세와 종량관세가 가격 및 교역 변동성, 그리고 기대된 사회적 후생에 미치는 효과가 어떻게 상이한지를 불확실성의 발생원천을 중심으로 살펴보았다. 주요 이론적 분석결과는 다음과 같다. 우선 국내외 평균가격차 방식을 이용하여 산출된 관세화 방법은 일반적인 국내외 불확실성이 존재하는 상황에서 기존의 비관세장벽과 동등한 경제적 효과를 나타내지 않는다. 더욱이 가격 및 교역변동성과 사회적 후생에 미치는 경제적 효과는 선택된 관세유형에 따라 다르며, 불확실성이 발생하는 원천이 주로 자국시장이냐 혹은 해외시장이냐에 따라 그 상대적 크기가 비교될 수 있음을 알 수 있었다. 만일 수입국 입장에서 국제 농산물시장의 교란요인이 주로 해외시장에서 발생한다고 기대할 경우, 수입국은 사회후생 극대화 측면에서 종가관세를 선택할 가능성이 크며, 반면에 교역시장의 교란요인이 수입국 자국시장의 불확실성에 기인한다고 기대할 경우에는 종량관세를 선호할 가능성이 큼을 보여준다.
Abstract
According to the Uruguay Round Agreement on Agriculture (URAA), all agricultural non-tariff trade barriers should be converted into equivalent tariffs and further, reduced over time. However each member country has the authority to choose the tariff types when it converts NTBs to tariffs such as ad valorem tariff and specific tariff. The paper tries to find the reason for the choice of a certain type of tariff in the process of tariffication after the UR negotiation on agriculture. To achieve this goal, the paper analyses the effects of tariffication of a fixed quota into tariffs on price, trade and welfare in a number of scenarios related to the sources of uncertainty. In this paper, we examine the nonequivalence of specific tariff and ad valorem tariff, which are general type of tariffs used in the most of countries. The paper has shown that the two types of tariffs selected by tariffication of import quota are not generally equivalent in both their effects on price and trade stability and welfare with the trade model under uncertainty. The main conclusion of this study is that there is no general presumption that one tariff regime is superior to the other tariff regime under conditions of uncertainty. The precise source of uncertainty and the properties of the relevant demand and supply functions might affect the determination of tariff type selected after tariffication of non-tariff barriers.
