본 연구에서는 노동시장에 참여하여 임금근로를 하는 여성장애인에 대한 임금차별 수준이 남성장애인에 비해 얼마나 되는지에 대해 Oaxaca-Blinder 분해법으로 실증 분석하였다. 장애인 고용시장 내에서 성차별이 일어나고 있다면 그것이 노동생산성에 기인한 것인지 아니면 차별(discrimination)에 의한 것인지를 밝혀내고, 차별에 의한 것이라면 그 원인을 밝혀야 할 것이다. 본 연구에서는 한국장애인고용공단의 '2008년 장애인고용패널'을 이용하여 남성장애인과 여성장애인의 임금격차가 인적속성에 의한 것인지 차별에 기인한 것인지를 분석하였다. Oaxaca-Blinder의 임금격차 분해(decomposition) 방법으로 분석한 결과 남성장애인과 여성장애인의 임금격차 중 인적속성으로 설명될 수 있는 부분은 37.38%이고, 설명되지 않는 차별의 최대치는 62.62%로 나타났다. 교육년수, 장애의 정도, 근속 년수 등과 같은 인적속성은 같음에도 불구하고 차별(discrimination)로 인한 격차가 크다는 사실을 보였다. 또한 실증분석으로는 확인할 수 없었던 보이지 않는 격차를 법제도적 요인, 사회적 요인 및 직업경험 및 직업훈련경험 요인을 통해 설명하였다.
Abstract
Based on Blinder-Oaxaca decomposition, the paper estimates the extent of wage discrimination between disable women and men. Especially, in the presence of wage gender gap among disable workers, this study focuses on whether the wage differential is attributed by individual productivity or gender discrimination, using data from the 2008 Panel Survey of Employment for the Disabled(PSED). First, OLS method is used to estimate for wage equation. Then using Blinder-Oaxaca decomposition of wage differential, the results show that the explained part of wage gender gap between male and female disable workers is 37.38%, while the unexplained part is 62.62%. The unexplained part of the decomposition can be explained by the components such as law, institution, job experience and job training.
