본 연구는 장애인의 취업을 통한 임금이 어떠한 요인에 의해 결정되어지는지를 비취업장애인의 특성까지 고려하여 분석함으로써 장애인의 낮은 취업률과 낮은 임금수준에 대한 원인을 이해하고 성공적인 장애인 취업정책 시행을 위한 제언을 하는데 그 목적이 있다. 이를 위하여 한국보건사회연구원이 수행한 2008년 장애인 실태조사 원 자료를 분석하였는데, 장애인의 임금결정에 관한 실증분석에는 Heckman의 2단계 모형이 적용되었다. 1단계 취업여부에 대한 분석결과, 성별, 연령, 결혼상태, 기초생활보장 수급 여부, 가구주 여부(인구학적 요인), 교육수준(인적자본 요인), 주관적 건강상태, 장애정도, 만성질환 여부, 일상생활 도움정도(장애 요인)가 유의미한 영향을 미치는 것으로 나타났다. 2단계 임금결정에 대한 분석 결과, 성별, 연령, 결혼상태, 기초생활보장 수급 여부, 가구주 여부(인구학적 요인), 교육수준(인적자본 요인), 장애정도, 만성질환 여부, 일상생활 도움정도(장애 요인)가 임금에 유의미한 영향을 미치는 변수였다. 이러한 분석결과에 근거하여 본 연구에서는 장애인의 취업정책 마련 시 여성장애인에 대한 우선적 고려, 교육지원을 통한 인적자본 형성 및 역량강화, 장애인의 욕구와 특성이 반영된 취업가능 직종 확대, 활동보조서비스의 확대, 지속적인 취업활동을 위한 의료지원 등을 제언하였다.
Abstract
The purpose of this study is to understand the cause of low employment rate and low wage level for the disabled and to make a proposal for successful implementation of employment policy for the disabled by analyzing the factors which determine the wage received by a disabled person from employment by even considering the characteristics of unemployed disabled people. For this purpose, the study has analyzed the primary data of the 2008 survey of actual conditions of the disabled conducted by Korea Institute for Health and Social Affairs, and the Heckman selection model (two-stage) was applied to the empirical analysis of wage determination for the disabled. As a result of 1st stage analysis of whether there was employment or not, it was shown that gender, age, marital status, whether basic livelihood guarantee is received or not, whether he is a householder or not (characteristics of sociology of population), educational level (characteristics of human capital), subjective health status, degree of disability, whether there is a chronic illness or not, and the level of assistance for everyday life (characteristics of disability) exerted meaningful influence. As a result of 2nd stage analysis of wage determination, it was found that gender, age, marital status, whether basic livelihood guarantee is received or not, whether he is a householder or not (characteristics of sociology of population), educational level (characteristics of human capital), degree of disability, whether there is a chronic illness or not, and the level of assistance for everyday life (characteristics of disability) were variables which exerted meaningful influence upon wage. Based on such a result of analysis, this study has suggested a proposal that includes a priority consideration of female disabled person, human capital accumulation and empowerment through educational support, expansion of category of work where the disabled can be employed and improvement of recognition by society, expansion of personal assistance service, medical support for healthy work life, etc.
