연구목적: 텍스트마이닝을 활용해 발달장애인 고용 관련 키워드를 중심으로 언론 기사 내용을 분석함으로써 다양한 이슈 및 트렌드를 살펴보고, 발전 방향을 제시하고자 하였다. 연구방법: 2008년부터 2022년까지를 3주기(각 5년)로 구분하여 빅카인즈 시스템을 적용하여 텍스트 의미망 및 통계분석을 실시하였다. 연구결과: 1주기(2008년∼2012년)에서는 발달장애인 고용에 관한 사회적 인식의 변화 및 중요성 부각, 정부와 지자체에서 일자리 지원을 위한 정책과 제도의 개선 그리고 민간 부문의 점진적 사업 추진의 모습이 나타났다. 2주기(2013년∼2017년)는 장애인 권리 보호와 복지 증진에 대한 법적 근거마련 시기로서 특히, 발달장애인 지원법 제정 이후 정부·지자체·공공기관 뿐 아니라 민간 섹터의 다양한 고용 프로그램 및 취업 지원 강화 노력들이 나타났다. 3주기(2018년∼2022년)는 코로나19로 인한 위기에도 불구하고 발달장애인 고용은 지속적으로 확산되었고, 기업의 사회적 책임과 ESG 경영이 강조되면서, 민간 및 공공 섹터의 고용을 위한 협력이 더욱 강화된 것으로 분석되었다. 결론: 연구결과를 바탕으로 한 발전 방향으로서는 첫째, 발달장애인의 고용을 지속시킬 수 있는 통합 대응체계 구축 및 지속적 언론의 관심·홍보활동 증진, 둘째, 발달장애인 고용의 임금 및 삶의 질 차이 등을 고려한 질적 부분에 대한 점검 및 향상 노력, 마지막으로 중증 발달장애인 고용 증진을 위한 전문가에 대한 교육 및 투자의 필요성이 제시되었다.
Abstract
Purpose: This study aimed to analyze the contents of media articles related to the employment of people with developmental disabilities by using text mining, and to explore various issues and trends, and to suggest directions for development. Method: We divided the period from 2008 to 2022 into three periods (each 5 years) and applied the BigKinds system to conduct text semantic network and statistical analysis. Results: In the first period (2008-2012), there was a change in social awareness of the employment of people with developmental disabilities and an emphasis on their importance. The government and local governments improved their policies and systems to support employment, and the private sector gradually implemented projects. The second period (2013-2017) was a time to establish legal grounds for the protection of the rights and welfare of people with disabilities. In particular, after the enactment of the Developmental Disability Support Act, various employment programs and employment support efforts were strengthened not only by the government, local governments, and public institutions, but also by the private sector. In the third period (2018-2022), despite the crisis caused by COVID-19, the employment of people with developmental disabilities continued to expand. As corporate social responsibility and ESG management were emphasized, cooperation for employment between the private and public sectors was further strengthened. Conclusion: Based on the results of the study, the following directions for development were suggested: First, the construction of an integrated response system that can sustain the employment of people with developmental disabilities, and the promotion of continuous media attention and publicity activities. Second, the qualitative aspects of employment, such as wages and quality of life, are checked and improved. Finally, the need for education and investment in experts for the promotion of employment of people with severe developmental disabilities is suggested.
