장애인 표준사업장 관련 언론 기사 트렌드 및 의미망 분석 연구: 2008∼2022

초록

연구목적: 본 연구는 장애인 표준사업장 관련 언론보도 분석을 통해 주요 이슈와 트렌드를 파악하고, 발전 방향을 제시하고자 하였다. 연구방법: 2008년에서 2022년까지 각 5년(3주기)을 빅카인즈 시스템을 적용하여 통계 및 텍스트 의미망 분석을 실시하였다. 연구결과: 1주기(2008년∼2012년)에서는자회사형 표준사업장 제도 도입으로 초반 대기업의 적극 참여와 설립 증가가 있었으나, 글로벌 금융위기로 인한 감소와 일자리 창출의 어려움이 발생했고, 이에 정부는 장애인 고용 정책 확대 및 한국장애인고용공단 중심 민간 연계 강화로 표준사업장 협약 및 설립을 다시 강화하였다. 2주기(2013년∼2017년)는 삼성, LG, SK 등 대기업의 지속 참여와 정부의 고용 확대 정책 및 노동 개혁으로 표준사업장 확대가 이루어졌지만, 일부 기업의 운영 부실 및 의무고용율 미달 이슈가 나타난 시기로 분석되었다. 3주기(2018년∼2022년)는 코로나19 팬데믹에도 불구하고 정부·공단의 지원과 기업들의 적극적인 참여로 표준사업장 확대와 장애인 고용 증가를 이루었으며, 이는 해외에서도 주목받는 장애인 고용 모델로 평가받는 시기였다. 결론: 연구 결과를 중심으로 한 발전 방향으로서는 첫째, 장애인고용의 발전적 트렌드를 견인해 낼 수 있는 정부의 정책적 지원 강화 및 근로자·공단·기업의 연계강화가 지속되어야 하며, 둘째, 장애인 표준사업장 발전을 위한 꾸준한 언론의 관심 및 양적 성장에맞는 계획적인 질적 변화·미래 전략적 목표 설정이 필요하며, 마지막으로, 표준사업장의 다양한 내부구조요인에 맞는 효율적이고 새로운 접근 및 맞춤형 지원 방식이 요구된다.

Abstract

Purpose: This study aims to examine various issues and trends related to standard workplaces for persons with disabilities by analyzing media coverage using keywords. Additionally, it proposes directions for future development. Method: The study period was divided into three periods (each five years) from 2008 to 2022. Textual semantic network and statistical analysis were conducted using the BigKinds system. Results: In the first period (2008∼2012), the introduction of the subsidiary standard workplace system led to active participation and increased establishment by large companies in the early stages. However, the global financial crisis caused a decrease and difficulties in job creation. In response, the government strengthened the standard workplace agreement and establishment by expanding the employment policy for individuals with disabilities and strengthening the private sector linkage centered on the Korea Employment Agency for Persons with Disabilities. The second period (2013∼2017) was analyzed as a time when the expansion of standard workplaces was achieved through the continuous participation of large companies such as Samsung, LG, and SK, as well as the government's employment expansion policy and labor reform. However, issues such as operational inefficiency and non-compliance with the mandatory employment rate of some companies emerged. In the third period (2018∼2022), despite the COVID-19 pandemic, the expansion of standard workplaces and the increase in employment of people with disabilities were achieved through the support of the government and the corporation and the active participation of companies. This was evaluated as a model for employment of persons with disabilities that is also attracting attention overseas. Conclusion: Based on the research results, the following directions for development are proposed: First, the government should maintain policy support to promote the development of employment opportunities for persons with disabilities and strengthen the connections among workers, KEAD and companies. Second, sustained media attention, along with planned qualitative changes and the establishment of future strategic goals in line with quantitative growth, are necessary for the development of standard workplaces for persons with disabilities. Finally, efficient and new approaches and customized support methods are required according to the various internal structural factors of standard workplaces.
