본 연구의 목적은 지역․산업 중심의 인적자원개발사업의 대표적인 사례인 미국의 인력개발투자법(WIA)과 이에 근거한 인력투자위원회(WIB)의 운영과 성과체계를 검토하는데 있다. 미국의 사례는 한국에서 높은 실업문제를 극복하고자 2014년부터 본격적으로 도입된 지역․산업 맞춤형 인력양성사업과 지역인적자원개발위원회의 운영체계 구축에 시사점을 줄 수 있을 것이다. 미국은 지역고용 활성화를 위해 인력개발투자법(WIA)을 제정하고, 민간 중심의 직업훈련과 주정부 차원의 파트너십 형성, 지역별 핵심 산업에 기반한 인력개발을 실시하고 있다. 특히, 지역별 특화된 산업에 근거한 하위위원회를 구성하여 체계적인 교육훈련과 취업지원을 통한 지역 고용률 제고를 핵심 사업으로 수행하고 있었다. 더욱이 효과적인 사업수행을 위해 주정부 차원에서는 취업률, 고용유지율, 평균임금, 훈련참여율, 자격취득률 등 정량중심의 공통지표를 설정하고 있으며, 각 지역별로 노동시장의 전략과 훈련을 연계한 파트너십을 강조한 정성 지표를 활용하고 있었다. 이러한 사례연구 결과를 중심으로 한국 지역인적자원개발위원회의 운영 및 성과평가 체계에 대한 시사점을 제안하였다.
Abstract
The purpose of this study is to examine the law WIA and the System operation and performance of WIB in United States. Pennsylvania WIB case is a great example of the local-industrial based human resource development projects. It will be able to provide a lot of implications for setting the local-Industrial based human Resource development systems in Korea. The purpose of the WIA is to establish a workforce development strategy is based on partnerships with vocational training center, local private sectors, Federal Government and States Government. For the performance evaluation, It has quantitative indicators likes employment, job retention rates, average wages, participation of training, and attain degree and certificates etc in the Federal government level. also, It has qualitative indicators focused on the employment strategy and relationships with relate agencies in the state level. Based on these results, There are proposed several implications.
