한국연구재단 시간강사지원사업 재설계 방안

학생수 감소 등에 따라 대학구조개혁 등이 추진되면서 각 대학들은 학생 및 교원정원을 감축하는 추세이며, 전임교원의 강의담당비율이 높아지고 시간강사 등 비전임교원의 비율이 낮은 정책을 추진하고 있다. 이러한 상황에서 시간강사들은 법적으로 ‘교원’이라는 지위를 보장받지 못한 채 저임금과 고용불안의 열악한 처우에 시달리게 되면서 교육 및 연구에 종사하고자 하는 동기가 낮은 상황이다. 시간강사법 시행령이 예고되어 있어 시간강사들의 처우개선 및 연구지원을 위한 한국연구재단의 시간강사연구지원사업 또한 개선이 필요하다. 이를 위해 본 연구에서는 시간강사연구지원사업 실태를 분석하였다. 연도별 대학의 비전임교원 규모는 1990년 48.2%에서 2015년에는 60.6% 정도로 증가하였다. 비전임교원 중 시간강사를 위한 연구재단지원사업의 선정률은 약 51% 이상으로 나타났다. 이러한 결과를 바탕으로 향후 시간강사연구지원사업은 현행 지원체제를 유지하는 방안, 연구지원체제를 확대하는 방안, 처우개선 및 연구지원을 분리하여 지원하는 방안 등의 3가지 재설계 방안을 제시하였다.
Abstract
As the university reform driven by reduced the number of student, increasing the proportion of professors in charge of teaching is high, but ratio of contingent faculties are lowered. Part-time lecturers are not guaranteed the legal status of 'professeor'. As suffer harsh treatment of low wages and unstable employment situation is the motivation to engage in teaching and research. Part-time lecturer Enforcement Decree has been subject. Part-time lecturer of the Korea Research Foundation supports system for better treatment and support of research projects between the instructor also needs to improve. The number of non-professional teachers at universities increased from 48.2% in 1990 to 60.6% in 2015. The selection rate of the research foundation support projects for part-time lecturer was about 51% or more. It suggests that the current situation and maintain support systems, research support expanded, three re-design measures such as improved treatment and research support separation support.
