축제 안전매뉴얼에 관한 현상학적 연구 : 축제감독을 중심으로

최근 국내의 크고 작은 축제 및 대형 문화행사에서 안전사고와 관련한 소식이 끊이지 않고 있다. 본 연구는 이와 같은 축제현장의 안전문제와 관련하여 미연에 방지할 수 있는 축제장 안전매뉴얼 및 대응책을 종합적으로 살펴보기 위한 목적으로 시작되었다. 특히 AI, 메르스와 같은 사회적 질병, 서울시 축제현장 추락사고, 판교 환풍구 추락사고 등 많은 사람들이 밀집되는 대형 문화행사 또는 축제장에서의 안전사고가 상대적으로 큰 인명피해를 가져올 수 있기 때문에 더욱 더 이와 관련한 연구가 필요한 실정이다. 따라서 본 연구에서는 이와 같은 축제현장의 특성을 감안하여 축제현장에서 오랜 경험을 쌓고 운영뿐만 아니라 안전과 관련한 업무를 오랫동안 수행해 온 20년차 이상의 중견 축제감독들을 대상으로 연구를 시행하였다. 또한 지오르지의 현상학적 연구방법을 채택하였으며 이와 관련한 연구결과는 각각 상위 구성요소와 하위 구성요소로 구분하여 다수 도출되었다. 이에 본 연구결과가 향후 지역축제의 안전대책과 관련하여 조금이나마 도움이 되기를 기대해 본다.
Abstract
Recently, there have been reports of safety accidents in big and small festivals and large cultural events in Korea. The purpose of this study is to examine the festival safety manual and countermeasures that can be prevented in advance. Especially, social illness such as AI and Merce, Seoul city festival site crashes, Pangyo ventilation crashes, etc., and large-scale cultural events or safety accidents at festivals can lead to relatively high casualties. Related research is needed. Therefore, in this study, we conducted a study on the festival directors of 20 years or more who have been engaged in safety related work for a long time in the festival field considering the characteristics of the festival site. In addition, The phenomenological study method of Giorggi was adopted and the results of this study were divided into the upper component and the lower component respectively. The results of this study are expected to help a little in relation to the safety measures of local festivals in the future.
