정부의 대테러 방법에 대한 국민의 인식 차이: 구금, 도·감청, 불심검문을 중심으로

본 연구의 목적은 국민들이 대테러 활동을 위해서라면 각 권한의 위임을 어느 수준까지 용인하고 허용하는지를 파악하고, 그러한 결정을 하는 데 영향을 미치는 요인을 탐색하는 것이다. 연구의 결과는 다음과 같다. 첫째, 한국인들은 정부의 대테러 권한으로서의 도·감청에 가장 반대를 하고, 다음으로 구금, 불심검문의 순으로 반대하는 것으로 나타났다. 둘째, 개인적 특성은 구금에 대한 반대에는 영향을 미치지 않고, 도ㆍ감청과 불심검문에 대한 반대에만 영향을 주는 것으로 나타났다. 자신이 불행하다고 느낄수록 도·감청에 대한 반대가 증가하며, 여자가 남자보다 불심검문에 더 많이 반대하는 것을 알 수 있었다. 셋째, 정부에 대한 의견 중 다른 독립변인은 정부의 대테러 권한에 대한 반대에 영향을 주지 않는 반면에,‘현 정부 시책의 성공여부: 국가안보 위협 대처’는 구금, 도ㆍ감청과 불심검문 모두에 영향을 주는 것으로 나타났다. 즉, 현 정부가 국가안보 위협에 성공적으로 대처하지 못했다고 생각할수록 구금, 도·감청, 불심검문에 더 많이 반대하는 것으로 나타났다. 따라서 정부와 대테러 관련 기관은 한국인의 이와 같은 인식 성향을 기반으로 적합한 대테러 방안을 강구할 필요가 있음을 제안하였다.
Abstract
This paper invested that South Koreans have permitted on some level about delegation of civil liberties, and studied its decision was influenced by some factors. Results of study is follows. First, Koreans had a strongly negative reaction about wire-tapping of telephones as counter-terrorism of government, and detention, stop and question to be next. Second, it showed that apparently individual factors doesn't affect negative reaction about detention, but does affect negative reaction about wire-tapping of telephones, stop and question. Persons feeling more unhappy increased negative reaction about wire-tapping of telephones, and female had more negative reaction about stop and question than man. Third, ‘success or failure of government policy: handle the crisis of national security’ among trust factors of government does affect negative reaction about all of negative reaction about detention, stop and question, wire-tapping of telephones.
