Abstract
This article proposes relation-specific antecedents as determinants of cooperative R&D project performance. Based on the relational view, this study sheds light on the relationship between project-related information transfer, effective control mechanism, and project outcomes. Data set is based on 248 projects led by Industrial Research Association(hereafter, IRA) among the Generic Industrial Technology Development program under the Ministry of Commerce, Industry and Energy from 1987 to 2001. Out of 77 questionnaire, which is collected from key informants, 71 questionnaire available are applied to the statistical test. Reliability test, factor analysis, correlation analysis, and multiple regression analysis were conducted for statistical tests. Major findings of this study are as follows. First, open R&D environment was required to create and transfer project-related information among a group of participants. Second, coordination and monitoring activities of governmental agencies such as IRA and the Institute of Industrial Technology Evaluation & Planning are necessary to reduce opportunistic behavior among a group of participants. Third, this study sheds light on the partial existence of moderating effect between antecedents and performance in terms of size, goal, and motive. Last but not least, it is of great importance to design and organize fine-tuning mechanism for efficient information transfer and effective control as a policy implication.
