Abstract

A New Strategic Initiative on the North Korea’s Nuclear Issue: The ROKUSChina Coalitional Coercive DiplomacyThis study is a new proposal to break the standstill through “a strategy of ROKUSChina Coalitional Coercive Diplomacy.” As of the end of the 2006, the second round of the North Korean nuclear issue has come to a standstill. The SixParty Talks, being led by the China since 2003, are not seemingly to bear fruits in a near future. It is not probable that China would abandon North Korea, even though it unexpectedly decided to participate in the sanctions by the UN Security Council's resolution of No. 1718. It is due to the strategic value of North Korea as a buffer state between China and the US. The US is not possible to drive power out its long lasting tough stance against North Korea by neither giving up counter nonproliferation policy nor withdrawing its PSI and financial sanctions. The influence and leverage of South Korea over the North is not much significant in the process of resolution of the issue. Against this background, the time has come to devise a new strategy to deal with the North Korean nuclear issue. That is a strategy of ROKUSChina coalitional coercive diplomacy. To persuade North to do away with the development of nuclear weapons, the three countries need to establish a coalition to coordinate their policies and strategies toward North Korea. The coalitional coercive diplomacy as an alternative to war is a device to conducive to the stability in the region, as well as a coordinated management of the North Korean nuclear issue.
