이행기 사회주의 경제에서 인민들의 생존기술 : 1990년대 이후 쿠바와 북한의 사례

초록

이 논문은 1990년대 북한과 쿠바의 이행기 사회주의 경제와 인민들의 생존기술을 비교 분석하는 것을 목적으로 한다. 북한과 쿠바는 고전적 사회주의 경제 체제에서 시장메커니즘을 수용해 가는 이행기 사회주의 경제라고 할 수 있다. 따라서 1차 경제와 2차 경제, 대내경제와 대외경제, 내화경제와 외화경제 사이의 이중성이 나타났다. 북한과 쿠바 인민들은 이로 인한 경제적 불확실성을 회피하기 위해 1차 경제와 2차 경제, 가정경제와 사회적 연결망, 후원과 뇌물관계, 외화획득 등 다양한 경제 영역을 개발하고 있다. 쿠바의 경우 1차 경제가 상대적으로 원활하게 작동하고 있는 가운데 합법·불법적인 2차 경제 활동이 활발했다. 합법적 가정경제와 사회적 연결망이 발달했고 후원과 뇌물관계는 개인적인 차원이 대부분이었다. 국가 통제하의 공식적인 외화 획득이 가능했다. 이에 비해 북한에서는 1차 경제가 상대적으로 침체된 가운데 불법적인 2차 경제 활동이 발달했다. 가정경제와 사회적 연결망의 합법화가 상대적으로 덜 진행된 반면 후원과 뇌물관계는 구조적이었다. 국가 통제밖의 비공식적 외화 획득이 만연됐다. 이상의 차이는 1990년대 경제위기에 대응하는 과정에서 쿠바는 경제에 대한 국가의 통제력을 상당부분 잃지 않은 반면 북한은 국가의 통제력을 잃고 사회주의 계획경제 유지 능력을 상실했기 때문에 나온 것을 분석된다.

Abstract

This study is focused on the comparative analysis of survival skills between North korea and Cuba in the 1990’s. In that time, two countries was in the stage of transitional socialist economy, which began to adopt capitalist market mechanism partially in their traditional socialist economy. So we can find some character duality in the North korea and Cuba’s economy in the 1990’s such as between first economy and second economy, internal and external economy, local currency and foreign currency. As a result of researching, it was found that North koreans and Cubans had developed diverse economic field to avoid economic uncertainties such as first and secondary economy, family economy. They also developed social networks, political patronage and bribery as well as foreign currency earning. In the case of Cuba, it was found that secondary economic activities that were not only legal but illegal were active in the situation that first economy had been activated well comparatively. Besides that, legal family economy and social networks also developed well. But relationships between political patronage and bribery was almost done in a private dimension. Cubans in the 1990’s also could get foreign currency publicly in the circumstance of nation’s control. But in the North korea, second economic activities that were regarded as illegal were developed in the situation that first economy had become sluggish. Family economy and legalization of social networks also undeveloped compare to Cuba, but relationships between political patronage and bribery was very structural. moreover, we found many cases that North korean got foreign currency illegally outside nation’s control. In this study, we can know that there are big differences between North korea and Cuba in the way of coping with economic crisis in the 1990’s. We can say that kind of differences between two countries happened because Cuba didn’t lose control to it’s economy but North korea lost it.
