Abstract

Lee Myung-bak Government has came in with a new paradigm in the South's North Korea policy. Considering the internal and external environments, it's time to take a paradigm shift. “Denuclearization, Opening and 3000” Initiative is a symbolic policy toward North Korea in Lee Myung-bak Government. It's policy vision has three-fold objective: To persue the expansion of a concrete foundation for peaceful unification of the Korean peninsula; To create a new peace regime(Denuclearization); and To form an inter-Korean economic community(Opening & 3000).『Advancement of mutually-beneficial and co-prosperous inter-Korean relations』with creative, pragmatic and result-oriented approaches. Basic principles are universal value, reciprocity, international cooperation and national consensus. It is desirable that North Korea undergo a regime evolution. economic development and improvement of daily life of the North Korean can be expected when North Korean dictatorship turns into a 'socialistic normal state'. 'Military First' politics should be changed to 'People First' policy. Unification may came all of sudden. We'd better work out a comprehensive plan in preparation of an unexpected unification. 'Pragmatic' unification does not mean a unity of two separate states, but an integration of capitalistic system in Korean peninsula. Three principles of unification include Liberal Democracy, Market Economy, International Peace.
