Abstract

This article examines neighborhood and population changes in Seoul during the period of Japanese colonization. As the city evolved with the introduction of capitalism, from the mid 1920’s through mid 1930’s, neighborhoods changed dramatically as the population increased. The purpose of this article is to show the negative impact of residential segregation of Koreans and Japanese during this period. Seoul’s neighborhoods went through dramatic changes due to Japanese colonial policies. The most outstanding change was strict division of Koreans living in the north of Cheonggyecheon from the Japanese living in the south. This separation started to happen in the late 19th century when the Japanese moved into Seoul. New industrial areas and new residences were occupied by Japanese while Koreans gathered in other areas of the city. Areas occupied by the Japanese were planned and developed by the Japanese government unlike the Korean areas where there was no formal planning or government investment. Between 1925 and 1935, the population in Seoul increased rapidly. The rate of this increase was higher among the Japanese population. New Japanese immigrants in Seoul had to find new areas to live in. They preferred locations in and around the city center which had been developed by Japanese and had relatively lower real estate prices. As a result, their choice was the area north of Cheonggyecheon where Korean lived traditionally. Because of this, starting in the mid-1920’s, Japanese residence which has previously been limited to the south of Cheonggyecheon started to grow toward the north. However this does not mean Korean and Japanese lived in the same neighborhoods as some have argued. During the period between 1925 and 1935, residential segregation by ethnic groups did not lessen. As Japanese moved toward north of Cheonggyecheon, Koreans were relocated from those areas to the outer part of Seoul. Although the Japanese officially supported a assimilation ideology, in reality Seoul was strictly developed the opposite way. This segregation was one root cause of the ethnic conflict between Koreans and Japanese.
