차세대 항행시스템(next generation CNS/ATM)은 보다 안전하고 효율적인 항공기 운항을 지원하기 위해 적용되는 통신, 항법, 감시시설(CNS)과 이를 이용한 항공교통관리(ATM)로 정의된다. 특히, 국제민간항공기구(ICAO)는 급증하는 항공교통 수요에 대비하고자, 1991년 9월에 열린 ICAO 제10차 항행회의에서 차세대 CNS/ATM의 도입을 결의하였고, ICAO 회원국은 전 세계(global), 지역별(regional), 국가별(national) 구축계획을 수립하여 추진하고 있다. 차세대 CNS/ATM 시스템은 기존의 시스템과는 다른 혁신적인 방안으로 미래의 항공교통의 안전성, 효율성, 수용능력을 향상시킬 수 있는 수단으로 인식되고 있다. 국내의 경우 국토해양부 항공정책실을 중심으로 학계, 연구기관에서 차세대 CNS/ATM 관련 개별적인 연구개발과 구축계획 수립이 시도되었으나 현재까지 가시적인 성과가 미흡한 실정이다. 이에 국내 환경에 적합한 CNS/ATM 구축 및 운용기술 확보를 위한 기술개발 전략을 제시하고자 한다. 본 연구의 목표는 지속적으로 증가하는 국내 항공교통량을 원활하게 수용하고 보다 안전하고 경제적인 항공 운항여건 마련과 21세기 동북아 항공물류 허브로의 도약과 2015년으로 예정된 국제민간항공기구의 차세대 항행안전시설 구축에 적극적으로 대처하고자 함에 있다.
Abstract
The next generation CNS/ATM is considered as a new communication, navigation, and surveillance system for the global seamless ATM (Air Traffic Management) services. Particularly, the next generation CNS/ATM has been selected as the future air transportation system at the ICAO 10th navigation conference in September, 1991. ICAO members have planed and performed national, regional, and global CNS/ATM programs. The next generation CNS/ATM program is considered as an innovative method which is more safe, efficient, and capable than the former ATC (Air Traffic Control) system. In Korea, the Ministry of Land, Transport and Maritime has made an effort on studies of implementation of the next generation CNS/ATM program in the societies of university and research institute, but it has not been given tangible achievement yet. Therefore, it is necessary to review the national and global air navigation programs systematically to set up an optimum roadmap for R&D and implementation of the next generation CNS/ATM system in Korean environment. The field of satellite navigation will be more focused among the programs in this paper. The aim of this research is to set up Korean R&D plan of the future air transportation system which is capable to deal with increasing air traffic in Korea more smoothly, safely, and economically. And it is also to prepare to respond actively ICAO recommendations for implementing the next generation CNS/ATM up to 2015. Thereby, Korea will be a hub of the 21st century air logistics in northeast Asia region.
