Abstract

The Meaning of “the Central Archiving Center against Illegal Activities” at the Sociality Unity Party in Germany at Viewpoint of North Korea Policy of the Participatory Government of the Republic of Korea:As a Model of the Human Rights Violation Archiving Center for Refugees from North KoreaThe Participatory Government of the Republic of Korea is faced with the limitation to carry forward a positive scheme against the violation of human rights for refugees from North Korea. This is caused by the current situation of the Korean Government which should consider both the improvement of relationship between North Korea and South Korea through “the Peace & Prosperity Policy (Sunshine Policy),” and current situation of mutual assistance among the surrounding countries connected with the interests. The Central Archiving Center against Illegal Activities in Germany, which had performed the mission of record preservations against violations of human rights for refugees from East Germany until the unification, is a valuable model to deal with the matters of human rights violations for refugees from North Korea. The establishment of the Human Rights Violation Archiving Center for Refugees from North Korea would be of great significance for the disciplinary punishment after the human rights violations against North Korean refugees as well as for the prevention of this kind of violations thereafter.
