동서독 의회 간 교류 사례가 남북 국회회담에 주는 시사점

1980년대부터 1990년대까지 우리 국회는 북한 최고인민회의와의 회담을 추진하면서 예비접촉 2회, 준비접촉 10회 등 총 12회의 접촉을 통해 본회담에 대해 논의하였다. 그러나 그 때마다 남북 간의 의견이 첨예하게 대립하였으며, 결국 실제 본회담은 한 번도 개최된 적이 없이 오늘에 이르고 있다. 그런데 최근 우리 국회는 다시 북한과의 국회회담을 추진하겠다고 밝히고 있다. 분단국에서 의회 차원의 접촉과 교류가 있었던 대표적 사례로는 독일을 들 수 있다. 1949년 분단 후부터 1990년 10월 3일 통일 전까지 서독의 연방의회(Bundestag)는 동독의 인민회의(Volkskammer)와 접촉하여 교류하였으며, 그 과정에서 성공과 실패가 있었다. 본 연구에서는 분단시기 동서독 간 추진되었던 의회회담에 대한 분석을 바탕으로 남북 국회회담에 대한 시사점을 제시하고 있다. 이 연구에서는 국내 기존 연구들과는 달리 남북 국회회담의 필요성만을 강조하기보다는, 오히려 독일의 사례를 분석하여 국회회담의 추진에 앞서 우리가 염두에 두어야 할 사항, 조심해야 할 사항 등 보다 현실적인 측면의 대안을 제시하였다.
Abstract
During 1980s and 1990s, the National Assembly of the Republic of Korea(RoK) had discussed a possibility of holding an inter-Korean parliamentary meeting with the Democratic People's Republic of Korea(DPRK) over 12 preparatory meetings. However, due to some acute disagreements between the two nations, it couldn’t be realized. Recently, the idea re-surfaces as South Korea's National Assembly has announced its plan to propose inter-Korean parliamentary talks again. Germany is the representative example of divided countries which used to have contacts at the parliamentary level. From the division to the reunification of Germany between 1949 and October 1990, the Bundestag, the parliament of the Federal Republic of Germany, had experienced both success and failure while continuing contact and exchanges to make progress in reunification with the Volkskammer, the parliament of the German Democratic Republic. This study suggests implications on inter-Korean parliamentary meetings by analyzing the parliamentary meetings between East and West Germany during the separation and post-unification period. Rather than emphasizing the emotional necessity for holding the inter-Korean Parliamentary meetings, this paper attempts to provide objective lessons to learn from German case in the preparation of the inter-parliamentary talk.
