Abstract

Although investment in Build-Transfer-Operate (BTO) rail projects continues to grow, the increasing number of elderly passengers eligible for free fares - driven by low birth rates and population aging - has intensified financial deficits for private railway operators. However, since BTO railways are operated under concession agreements with the government or local authorities, there is room to revise the free-fare system through amendments to these agreements. This study focuses on the Shinbundang Line, a representative BTO railway, conducting a preference survey among fare-exempt passengers regarding possible policy revisions, and analyzing travel behavior changes using the KTDB mode choice utility function. The results indicate that under a scenario where an additional fare is imposed, many eligible passengers choose to pay the fare rather than switching to alternative public transport modes. These findings suggest the need to develop a mode choice model that better reflects the operational realities of private railways, particularly for use in future concession agreement negotiations for new BTO lines.
