Abstract

This essay mainly focuses on that how Japan tried to administrate ‘nationals’ and to ‘civilize’ them in its road to build a modern state. Through the view of women of Fukuzawa Yukichi, the representative thinker of the Enlightment idea at that time, it is contemplated carefully that what was the reality of the national, the human element of a modern state, and, in the midst of that, how discriminative recognition against women was formed to a shape by the state power. women’s status, but his thought did not reach to the point of the modern women liberation in its real sense. He said that in the society proceeding to the enlightment and civilization, official prostitute system is a necessary evil , but at the same time, he blamed on prostitutes working there. His thinking means that the violence on women’s bodies shall be allowed because it is needed to build a modern country. Also, the modern human character and sexual equality idea that he asserted can be said to be in the process to form nationals or normal people to establish a modern state. Through this, it can be made clear that Japan in order to build a modern state committed systematic instrumentation of women and exploited them to the benefit of the state administration, and at the same time it also can be examined that regarding on the Japanese army comfort women issue, how the background of discriminative recognition against women in Japanese government was formed.
