초록

This paper would like to question to the effectiveness of 'Smart CCTV' to identify things or human faces. Firstly it aims to reveal the nature of smart, or algorithmic CCTV, by which it will clarify the fundamental difference of surveillance method between smart CCTV and analogue CCTV. Secondly, it gives an account of ANPR(Automatic Number Plate Recognition), claiming that ANPR technology shows the very high effectiveness of identifying the number plate of automobile. The high performance of ANPR comes from the standardization of taking photographs, from the combination of number and text, signs of which variation among themselves is discontinuous. Finally, this paper examines Facial Recognition Systems (FRS'), the most hot issue in the smart CCTV. It treats two important FRS test, FRVT 2002(The Face Recogntion Vendor Tests of 2002) and German's Bundeskriminalamt (BKA) 2006 test. The result of this two test is that the effectiveness of the verification of human faces by smart CCTV in controlled situation is high. But the effectiveness of the identification in uncontrolled situation is very low.
