제도와 동인 간 관계 - 보수와 개혁의 형식적 유형 분류 -

이 연구에서는 제도의 유지나 변화에 관한 현상들에 착안하여, 제도의 유지와 변화에 관한 이론적 논의를 수행하고, 제도를 유지하고자 하는 보수주의자와 그것을 변화시키고자 하는 개혁주의자를 분류하며, 이들 세력의 분포에 따른 제도의 안정성이나 불안정성을 논의하였다. 주요 연구 결과를 제시하면 다음과 같다. 첫째, 제도의 유지를 설명하는 이론으로서는 주로 이중성(duality)(제도와 동인 간 관계) 이론이 적합하고, 제도의 변화를 설명하는 이론으로서는 주로 이원성(dualism) 이론이 적합한 것으로 판단된다. 둘째, 동인의 강도(강, 약), 시간 지향성(현재 지향, 미래 지향), 제도 변화의 소요시간 및 정도(점진적·부분적, 급진적·대폭적)에 따라 과격 보수, 온건 보수, 온건 개혁, 과격 개혁으로 분류될 수 있다. 셋째, 이들 세력의 분포에 따라 제도가 안정적이거나 불안정적일 수 있다. 제도가 안정적인 경우는 대부분의 세력이 제도를 보전하려 하거나 개혁하려 하는 경우 그리고 과격 보수와 과격 개혁이 세력균형을 이루는 경우이다. 매우 불안정적인 경우는 온건 세력 보다는 과격 세력의 분포가 더 많은 경우이다. 끝으로, 이 연구 결과가 함축하는 바는, 특정 제도를 둘러싼 보수나 개혁 세력들을 분류하고 그들의 특성을 기술하는데, 그리고 특정 제도장 안에서 이들 각 세력의 분포에 따른 제도의 안정성이나 불안정성을 설명 내지 예측하는데 유용하다는 점이다.
Abstract
This study attempts to review theories of institutional maintenance and change, classify conservationist and reformist, and argue institutional stability. The results of this study are followings. Firstly, while theory of duality between institution and agency is fit for explaining institutional maintenance, but theory of dualism between institution and agency is fit for explaining institutional change. Secondly, four types of conservationist and reformist are classified according to strength and time orientation of agency, and degree of institutional change. Thirdly, particular institution in institution field can be stable or unstable according to distribution of these four types of conservationist and reformist. Finally, theses results of this study implies for classifying types of conservationist and reformist around institutional conflict among them, and explaining and anticipating for institutional stability or unstability of particular institution.
