Abstract
Although the partnership for urban regeneration is a key factor in securing long-term sustainability, there is a lack of discussion about how partnerships are formed. This study aims to how the partnership of urban regeneration governance is formed by using process tracing method, theory-building. In order to elaborate this, the process-tracing methodology, which attempts to elucidate the causality mechanism through in-case inference, was used. Among them, the theory-building was applied. The analysis required government incentives to engage, and the role of the intermediary support organization to “link” between the partners. In addition, through the coordination function of the intermediary support organization, it is possible to facilitate communication between the partners and to form a partnership by accumulating the 'sharing experience'. Through this, we identified a model of partnership formation that can be generalized at a mid-range level. In terms of the incentives of the government and the factors of the intermediary support organization, it was confirmed that capability and support were important.
