통상 발전의 성취는 물적자원과 인적자원과의 조화와 교호작용에 의하여 가능하며 특히 인적자원의 효과적인 개발과 활용 즉 인적자원 관리정책의 효율적인 운용은 발전성취의 결정적 변인이라고 해석되고 있다. 한국에 있어서 인적자원정책의 운용은 긍정적인 평가와 함께 부정적인 측면도 없지 않으나, 향후 한국사회가 인적자원정책을 더욱 성공적으로 유지, 발전시키고 또 인적자원정책이 국가발전의 결정요인으로 작용하기 위해서는 인적자원정책의 목적기능과 종합성이 강화되고 또 정책관리체계의 정비 및 정책운용기술의 개선 등이 이루어져야 할 것이다. 이러한 입장에 의거하여 본 연구에서는 이러한 현재 전개되고 있는 지식정보사회에서 효과적인 인적자원관리 및 인력정책의 효율화 방안을 논급하기 위해 인적자원 관리 및 인력정책 과정에 대한 이론적 논의와 함께 인력정책의 과정인 인력계획, 인력개발, 인력활용이라는 3대 영역의 관점에서 주요 현황과 문제점을 진단하고 대안을 제시해 보고자 하였다.
Abstract
Manpower policy make thorough interrelations with education policy, economic policy, and social welfare policy. This study aims for descriptive analysis on operational rationalization of human resource management policy in korea. And results of this study suggest followings as the operational rationalization directions of manpower policy in Korea: 1) introduction of synthetic manpower management project 2) preparation of manpower demand-supply program 3) innovation HRD 4) formulate of manpower development strategy means utilization 5) construction and substantiality of lifetime learning system 6) utilization of woman manpower and young man 7) enforcement of open appointment system and substantiality of education skill.
