초록
This study is aimed at clarifying the Park Chung-hee government's policy on Korean residents in Japan by considering the negotiation posture that the Park government showed in the legal status negotiations of the Koreans in Japan that were one of the main agendas at The sixth and seventh Japan-South Korea Normalization Negotiations. I pay in particular attention to the manner of the Park government for naturalization and the right of permanent residence problem that were the center of the agenda. Park government already had intention of guiding a Koreans in Japan to the naturalization since before The sixth Japan-Korea conference began. And it tried to realize such a policy by describe three selection of return home to Korea, naturalization to Japan, permanent residence in Japan in a treaty clearly. This was a thing with the purpose to guide the descendant of a Koreans in Japan to the naturalization by specifying a right to unconditional naturalization. This trial did not succeed by resistance from Koreans in Japan, but we can confirm only the fact that the Korea government had a strong desire for the naturalization of Korean residents in Japan. On the other hand, the Park government faced negotiations by a policy to limit the grant range of the right of permanent residence. This means that it abandoned a policy of the principle to give right of permanent residence to posterity. The reason why the Park government proposed such a conciliatory policy is that Japanese Government refused to give right of permanent residence to posterity stubbornly. However, a problem is that the Korea government regarded right of permanent residence as a nominal right. the Park government expected that the Koreans who got right of permanent residence living in Japan was naturalized in sometime soon while negotiating over right of permanent residence with Japanese Government. The Korea government regarded right of permanent residence as only a passage point toward the naturalization after all. It may be said that the Korea government was going to pick up a Korean living in Japan on the ‘naturalization’ going train which displayed by the name of ‘right of permanent residence’.
