초록

The size of prostitution became bigger and bigger in the process of industrialization and the growth of mass society in Germany. The state had to prohibit prostitution to protect bourgeosie morality. However, it was necessary to allow prostitution confronting its increased need to protect bourgeoisie wives and daughters from sexual attacks. Prussian State swang between prohibition and allowance. According to the legislature 1851, Prussia accepted the state-regulated prostitution following the napoleonic model in France, which lasted to German Empire (1871-1918). Under state-regulated prostitution, police became the major agent of regulating the prostitutes. The authoritative attitude of police and its arbitrary regulations which came from premodern era, violated the human right of prostitutes tremendously. Also this regulations attacked the individual freedom of young women on the street. The new legislature 1927 abolished the forced medical V. D. check of prostitutes and the limits of their residence at last. But the conventional regulations of police were ongoing for a time and the managing brothels were still prohibited. Prostitution was increased after the new legislation, but still prostitution could not be accepted as a business. Through the german policy of prostitution we can recognize the distorted and gendered modernity of State.
