이 연구는 한국 청년들이 디지털 기술을 이용한 정치참여 변화와 특징을 다층적인 차원에서 분석하고자 했다, 연구는 디지털 사회의 청년 정치참여를 다양한 이해관계와 이슈를 중심으로 무형의 조직적 형태인 이슈 집단(issue group)을 형성하는 소셜 시티즌(social citizen)으로 해석하였다. 분석 대상은 2008년 촛불집회와 2016년 박근혜 전 대통령 탄핵 시민운동을 중심으로 사례 연구했다. 연구 결과, 청년은 디지털 기술을 이용하여 온라인 참여와 함께 이슈를 중심으로 결집하는 이슈 집단을 형성해 오프라인 시민운동에서 여전히 주요한 동력임을 확인했다. 그리고 집단 정체성은 약화했지만, 이슈에 기반한 느슨한 연계의 청년 정치참여 활동이 증가했음을 확인했다. 또 디지털 사회의 청년 정치참여는 이슈에 따라 적극적으로 참여하는 소셜 시티즌의 가능성을 확인했다. 하지만 청년의 디지털 정치참여는 증가했지만, 온라인 토론과 숙의는 부족한 부분이 있다. 이슈 집단 내에서 필터버블과 확증편향의 위험성이 있기 때문이다. 이를 보완하기 위한 민주주의 기술의 활용, 제도적·정치 문화적 대안 모색이 필요하다.
Abstract
This study analyzes the change and dynamics of political participation by Korean youth using digital technology. As a result of the analysis, first, young people in Korea are active in offline civic movements by using digital technology to form issue groups along with online participation. Second, youth political participation in weak ties increased with a focus on political issues. Third, youth political participation in the digital society confirmed the possibility of social citizens actively participating according to issues. Fourth, although youth participation in digital politics has increased, online discussion and deliberation of prostitutes are lacking.
