Abstract
This study examined community perceptions of the Suanbo Waikiki Resort through 11 semi-structured survey-interviews conducted in Suanbo (25 Sep–9 Oct 2025) and analyzed them via reflexive thematic analysis. Residents recalled the resort as Suanbo’s landmark and mixed leisure hub, but attributed decline to absent maintenance/reinvestment, unclear roles, shifting demand, and intensified competition. Nonetheless, they envisioned a public, year-round cultural-wellness hub. Policy implications include a public-anchor/privately operated model with explicit social obligations, phased regeneration tied to KPIs, blended finance and risk-sharing, mobility and district linkages, and open, data-driven monitoring. Limits and directions for future evaluation studies are discussed.
