하성호본고는 1810년대 후반부터, 1850년대 전반기에 National Republicans 과 Whig Party의 주요 정책이었던 American System 에 관한 연구이다. 최근의 연구들은 American System 에 나타난 국가주의를, 초기 제프슨 주의-공화당(Jeffersonian-Republican Party)의 지도자들이었던 Thomas Jefferson, James Madison, Albert Gallatin 등의 경제적 국가주의의 발전으로 보고 있다. 그러나 본고에서 필자는 American System 은 초기 제프슨 주의자들의 경제 정책과는 다르다고 보았다. American System 을 주창한 Henry Clay 나 John Quincy Adams 의 경제정책은 초기 제프슨주의자들의 정책에 비해 보다 광범위한 목적과, 국가권력의 사용에 관해 보다 급진적인 태도를 보이고 있다. American System 을 주창한 이들은 중앙정부의 힘과 자원을 국가의 경제 발전을 위해 써야 한다고 주장하였다. 이것은 초기 제프슨주의자들도 지지하였던 것이지만, American System 을 주창한 이들은 이에 그치지 않고, 경제정책을 통하여, 연방정부의 정치권력을 강화하고, 경제뿐만 아니라 문화적으로도 통일된 국가를 만들어 가야한다고 하였다. 이것은 결코 초기 제프슨주의자들이 지지한 것이 아니다. 또한 American System 을 주창한 이들은, 연방정부는 위에 말한 광범위한 목적을 위해 국가권력을 사용할 권리가 있으며, 동시에 이를 이행할 의무가 있다고 주장하였다. 이것 역시 초기 제프슨 주의자들의 태도와 다른 것이다. 초기 제프슨 주의자들은 연방정부의 경제정책을 추구함에 있어, 주정부들과의 협력을 보다 중요시하였다. 이러한 의미에서American System 은 연방정부의 권력과 주정부들의 권력 사이에서의 미묘한 균형을 그 기반의 근거로 삼는 미국의 연방주의(American Federalism) 에게는 심각한 도전이었다.본고는 American System의 일부인 도로와 운하의 개발 (internal improvements) 정책을 분석하였다. 논문에 사용된 주요 사료는 미국회 의사록(Annals of Congress), 미국정부의 공식자료(American State Papers), 연방 법률(Statues at Large), 주요 정치인들의 편지나 일기, 경제통계, 그리고 신문과 잡지 등이다.
