Anti-Communism and the Black Civil Rights Struggle in the Early Cold War Period: The Case of the NAACP

본 논문은 냉전 초기 전미유색인지위향상협회(NAACP)의 반공주의에 대한 기존 연구를 고찰하고 이를 통해 흑인민권운동과 (반)공산주의의 관계 및 냉전의 반공주의가 흑인민권운동에 미친 영향을 살펴본다. 2차 대전은 기존 흑백관계에 커다란 변화를 가져왔으며 향후 민권운동의 기반을 다진 중요한 시기이다. 그러나 전후 반공주의 분위기 속에서 민권운동 단체들은 공산주의 영향 하에 있다 하여 공격을 받았고 이에 Manning Marable과 같은 학자는 냉전이 민권운동의 전진을 늦추거나 이의 퇴보를 가져왔다고 비판하였다. 반공주의가 민권운동에 끼친 폐해와 더불어 공산주의자들이 오랫동안 흑인 민권을 지지해 왔음을 고려할 때 그는 가장 큰 민권단체인 NAACP가 반공주의 공격에 직면하여 공산주의자들과 협력하기를 거부하고 반공주의에 순응했던 것에 대해 특히 비판적이었다. 그러나 최근 Manfred Berg와 같은 학자는 NAACP의 반공주의는 단지 냉전 시기 반공주의자들의 공격에 대한 대응과 적색공포의 산물이 아니라 이전부터 계속되었던 NAACP 지도부와 공산주의자들 간의 갈등을 반영하고 있음을 보여준다. 따라서 냉전으로 인해 NAACP의 반공주의가 더욱 강화되었을 수는 있지만 냉전이 없었더라도 전후 NAACP와 공산주의자들의 협력을 기대하기는 어려웠음을 주장한다. 이에 NAACP의 반공주의에 대한 비판은 재고의 여지가 있다. 그러나 민권운동의 담론을 법적 차별 철폐에만 한정시켰다는 점과 NAACP가 적극적으로 반공주의를 취했음에도 불구하고 지속적으로 반공주의자들을 공격을 받았다는 점 등을 고려할 때 냉전의 반공주의가 민권운동에 끼친 폐해는 분명해진다.
